Waterbird Species Are
in Decline

BANGKOK, Thailand (AP) - Nearly half of the world's waterbird species
are in decline, mostly due to rapid economic development and the effects
of climate change, according to a global survey released Tuesday.
The fourth Waterbird Population Estimate found that 44 percent of the
900 species globally have fallen in the past five years, while 34
percent were stable, and 17 percent rising.
Altogether, 12 families of birds have half or more of their global
populations showing a decreasing trend, including storks, shoebills and
plovers.
The numbers are slightly worse than 2002 - when the last study was
conducted. At that time, 41 percent of waterbird populations worldwide
were found to be decreasing.
The worst decreases occurred in Asia, where 62 percent of the waterbird
populations had declined or become extinct. That was followed by a 48
percent decline in Africa, 45 percent in Oceania, 42 percent in South
America, 41 percent in Europe and 37 percent in North America.
Simon Delany, a waterbird conservation officer for the Netherlands-based
Wetlands International, which coordinated the survey, said the cause of
the decline was a loss of wetlands either from economic and agriculture
development or rising temperatures, which are blamed for worsening
droughts and rising sea levels.
The survey represents about 50,000 hours of field work done in 100
countries.
"The most frequent known cause of population decrease is habitat
destruction, often caused by unsustainable human activity," Delany told
The Associated Press.
"The frantic pace of economic development is clearly having adverse
impacts on the environment, including numbers and population trends of
waterbirds," he said. "Human impacts such as urban sprawl, reclamation
of wetlands, increase of pollution and hunting pressure can develop
rapidly and conservation considerations are often not taken into
account."
Darters, Screamers, Rails, Finfoots, Jacanas, Painted-Snipes, Stone
Curlews, Seedsnipes and Skimmers were other species that have gone into
decline, the report stated.
In North America, the King Rail population were found to be declining
while the American White Pelican populations rose.
Delany said the threats are especially visible in Asia, where mangroves
are being destroyed to make way for shrimp and fish farms and wetlands
are increasingly being reclaimed for industrial estates and tourist
resorts.
South Korea, for example, has converted about half the country's 988,400
acres of tidal flats for commercial purposes while China has taken half
its mangrove forests since 1949 for land reclamation and aquaculture.
"Land reclamation is simply removing huge areas of wetlands, which means
very large numbers of birds and other species have no where to live,"
Delany said. "Many of these birds are long-distance migrants, so they
need these places to feed. If there is nothing available for them, they
can't survive."
But Delany and others said there were positive developments in the
survey, especially in Europe and North America, where most bird
populations are either stable or on the rise.
He attributed that to stabilizing human populations as well as a greater
environmental awareness that has led to stronger regulations and greater
protection of wetlands.
A good example, he said, was the creation of the European Commission's
Bird Directive, which requires members to set aside areas for bird
conservation. "These kinds of policies are in their infancy in Asia and
Africa," Delany said.
Mike Crosby, research and data manager for Birdlife International, said
the findings were what most bird experts would have expected, and they
served as a reminder of the urgency to set aside the most threatened
wetlands for protection.
"The protection of really important wetlands needs to be strengthened
... to find a balance between the needs of local people and biodiversity
conservation," Crosby said.

FDA Scrutinizes Birth
Control Drugs

WASHINGTON (AP) - The government is considering setting higher standards for
birth control drugs used by millions, saying that newer pills appear to be less
effective at preventing pregnancy than those approved decades ago.
The Food and Drug Administration will ask a panel of experts Tuesday and
Wednesday whether it should require new contraceptive drugs to meet a standard
of effectiveness before they are approved for the market.
More than 60 percent of U.S. women between the ages of 15 and 44 use some sort
of contraception, with 11.6 million choosing birth control pills, according to a
2005 survey by the Guttmacher Institute, a nonprofit research group. The global
market for hormonal contraceptives was $5 billion in 2005, according to an
estimate by U.K. research firm Piribo.
In briefing documents posted to its Web site, the FDA says newer contraceptives
have been less effective - at times, with twice the failure rate - than previous
products, most likely because manufacturers have started using lower doses of
hormones that stop ovulation.
"The very first pills were very high dose and carried risks of blood clots and
cardiovascular problems that would be unacceptable to most women," said Amy
Allina, program director of the National Women's Health Network. "Today most
birth control pills are very safe for the vast majority of women."
The FDA will ask its experts whether the benefit of that improved safety profile
outweighs a slightly increased risk of unwanted pregnancies.
The original birth control pills approved in the 1960s allowed less than one
pregnancy when taken by 100 women for at least a year, the FDA said. But in the
last decade, the government has approved pills allowing more than two
pregnancies for every 100 woman-years of use.
The FDA will ask the 14 members of its reproductive drugs panel whether that
difference in performance is large enough for concern. The panel is chiefly made
up of gynecologists and obstetricians, but it also includes a statistician and a
neurologist.
Government scientists are in disagreement over whether there should be a strict
limit on the failure rate a drug can have and still be approved. And they are
looking at requiring manufacturers to include a more representative mix of women
in the clinical trials for their new products.
Companies often exclude women who smoke, are overweight or have a history of
heart problems from their trials. The FDA says this makes it difficult for
scientists to judge the safety and efficacy of the drugs in the real world.
Heather Boonstra, a policy analyst for Guttmacher Institute, said the FDA is
likely holding its meeting now to stay abreast of a number of innovative
contraceptive products that are now in development.
One such product is Wyeth Pharmaceuticals' Lybrel, which is designed to be the
first birth control pill for continuous use, 365 days a year. The drug is
pending approval in the U.S. and in Europe. A Wyeth representative said the
company would attend the meeting but did not plan to make a presentation.
Other recent innovative products have proved problematic for the agency. In
September, for example, the FDA warned women that Johnson & Johnson's (JNJ)
birth control patch Ortho Evra could raise their chances of developing blood
clots in the legs and lungs. Johnson & Johnson markets a number of traditional
contraceptives, including its top-selling birth control pill, Ortho Tri-Cyclen.
The FDA also weathered heavy criticism over its handling of Barr Pharmaceutical
Inc.'s controversial "morning after pill," Plan B, which was only approved for
over-the counter sales after two years of wrangling between politicians and
consumer advocates.
Barr also markets the more traditional pill Seasonale.

LONDON (AP) - Doctors hoping to predict disease outbreaks may
want to tune into more weather forecasts.
Weather patterns can often be a key factor in finding out when
an epidemic is imminent because they determine the conditions
for germs and their carriers to breed.
The techniques can help quicken the response to viral outbreaks
worldwide and health disasters like Europe's devastating 2003
heat wave - and global warming is adding urgency to such
strategies for fighting disease.

Pesticide Found in
Mutated Fish, Potomac

CHARLESTON, W.Va. (AP) - Several chemicals, including one banned
in the U.S., have been found in the Potomac River and its
tributaries where pollution is suspected of causing some species
of male fish to develop female sexual traits, scientists said.
Water samples taken at eight sites in West Virginia and blood
plasma from smallmouth bass were analyzed as part of an
investigation into the increase of so called "intersex fish" in
which males produce immature eggs in their testes, the U.S.
Geological Survey said.
A study released Wednesday said pesticides, flame retardants,
personal-care products and a banned fungicide were identified in
the water or the fish.
Certain chemicals and pesticides are believed to stimulate
estrogen production. Hormones produced by an organism's
endocrine system govern sexual and reproductive characteristics.
"Endocrine disruptors of this type may contribute to the high
percentage of male smallmouth bass found in the Potomac that
exhibit female characteristics," the USGS said.
Potential sources of contamination include wastewater treatment
plants, runoff from agricultural activities and industrial
wastewater, the report said.
Further studies are planned to determine whether endocrine
disruptors interfere with the reproduction and development of
aquatic life, the USGS said.
The Environmental Protection Agency has been studying the issue
of endocrine disruptors since 1996, but does not issue
guidelines to water treatment plants for allowable levels of
estrogenic compounds.
