Do doctors rat out incompetent colleagues? A new survey suggests nearly half don't - showing some disconnects between what doctors say is the right thing to do, and what they actually do.

Researchers at Massachusetts General Hospital mailed a survey, and a $20 incentive check, to more than 3,000 doctors. About half answered - and some of the responses renew longstanding questions about the medical profession's ability to regulate itself.

More than 90 percent of those surveyed said physicians should always report an impaired or incompetent colleague, or when they witness a significant medical mistake, to the proper authorities. But 45 percent said they hadn't always done so, researchers reported Monday in the journal Annals of Internal Medicine.

Hospital Makes 3rd Brain Surgery Mistake

PROVIDENCE, R.I. (AP) - Rhode Island Hospital has been fined $50,000 and reprimanded by the state Department of Health after its third instance this year of a doctor performing brain surgery in the wrong side of a patient's head.

"We are extremely concerned about this continuing pattern," health department director David R. Gifford said in a statement Monday.

The hospital issued a statement saying it was re-evaluating its training and policies, providing more oversight, giving nursing staff the power to ensure procedures are followed, among other steps.

The most recent case happened Friday when the chief resident started operating on the wrong side of an 82-year-old patient's brain, the health department said. The patient was OK, the health department and hospital said.

In February, a different doctor performed neurosurgery on the wrong side of another patient's head, said Andrea Bagnall-Degos, a health department spokeswoman. That patient was also OK, she said.

In August, however, a patient died a few weeks after a third doctor operated on the wrong side of his brain. The death prompted the state to order the hospital to take a series of steps to ensure such a mistake would not happen again, including an independent review of its neurosurgery practices and better verification from doctors of surgery plans.

The hospital is owned by Lifespan, a not-forprofit corporation. It serves as a teaching hospital for Brown University.

LENA'S COMMENT: This article would make you think that brain surgeons are incompetent and other surgeons not... The truth of the matter is all types of surgery goes wrong and this happens almost every day in hospitals across the world but is not reported, not just neurosurgeons... If you are considering surgery make sure your doctor has marked the area of your body that is destined for surgery, with a marker, before going into surgery! This can eliminate the majority of that problem. Only the truly brain dead surgeon could miss that... Doctor's are human and human's make mistakes, it's your responsibility to look out for your best interest!

The Rise of Government in Health Care

From 1776 to 1914, the federal government played no role in civilian medicine. In 1914, the first antinarcotic legislation was enacted. As the century progressed, the federal government's role in medicine exploded. The following statistics are:

* In 1950, funding for the National Institute for Mental Health was less than $1 million. In 1992, it reached $1 billion.
* In 1965, when Medicare and Medicaid were enacted, their cost was approximately $65 billion. In 1993, it was nearly $939 billion.
* Between 1960 and 1998, the public expenditure on health care increased more than 100 times, from $35 to $3,633.
* In addition to these expenditures, government spending in general went from a budget of $13.6 billion in fiscal 1941, to $1.65 trillion in 1998.

The description of the process where coercion is transformed into medical therapy:

1. The subject's "condition" is diagnosed as a disease.
2. The intervention imposed is defined as a treatment.
3. Legislators and judges ratify these categorizations as "diseases" and "treatments."

Then Coercion Becomes a Public Health Measure

When is enough coercion enough?
When will you make a stand to be your own health advocate?
These are questions you need to have answers to before you can be healthy!

Legendary economist Paul Zane Pilzer has written, "What we call the "health care" business is really the sickness business. The $1.4 trillion we spend on medical care is concerned with treating the symptoms of sickness. It has very little to do with being stronger or healthier." Pilzer predicts that wellness is destined to become a trillion dollar industry.

LENA'S COMMENT: What this writer fails to tell you is that when the insurance companies started to take hold of health care - in the same time frame - health costs arose as their brain washing techniques of convincing people they "could not be healthy without insurance" became popular and believed. Medical schools were being taken over by pharmaceutical companies and insurance minded people. Sadly, most people when using someone else's money - insurance pocketbook - they are not careful nor mindful of how much they spend. Such is the mindset now prevalent in the health care industry as patients are taught to be dependent on someone else making their health care decisions. And doctors are taught by the pharmaceutical industry that only treating symptoms and not the problem is the only way of treating, which is not true healing. Until that small minded mentality is reversed, which probably never will be, health care costs will continue to be out of hand and people will unnecessarily die!

GREEN BEHIND THE SCENES

As fears over global warming have dominated headlines this year, numerous retailers have announced new and expanded plans to cut down on waste and run stores more efficiently.

Wal-Mart Stores Inc, which has a goal of one day being supplied 100 percent by renewable energy and creating zero waste, is pushing its vendors to reduce the amount of packaging they use and make products that consume less power.

Department store operator Kohl's Corp is working on implementing rooftop solar energy systems, while consumer electronics chain Best Buy Co Inc is giving grants to organizations that hold electronics recycling events.

But this holiday season, there is a divide between the environmental tactics retailers are implementing behind the scenes -- like building stores with recycled materials or using hybrid vehicles -- and the shopping experience they provide.

During the Thanksgiving holiday shopping weekend, a Wal-Mart store in Columbia, Maryland, had no displays of the efforts the world's largest retailer is making to go green.

And at a nearby L.L. Bean store, shoppers could scoop up as many boxes as they wanted.

Brooks said L.L. Bean did not actively promote its environmental efforts to its customers, but she said the gift boxes the retailer handed out were recyclable and made from recycled content.

While the company has not cut down on the catalogues it mails, they contain a higher percentage of recycled content, she said.

L.L. Bean has also retrofitted stores with energy-efficient lighting and converted its trucks to biodiesel fuel.

"These are things that aren't really visible to customers," she said. "We're doing it behind the scenes."
